See attached letter requesting Canadian DFO to shut down US sport fishers going to Canada
                         (with a Canadian license), catching Canadian halibut allocation, and returning to US ports
                         without clearing Canadian Customs.  The impact last year (2006) was 300,000 lbs of sport caught
                         halibut which was counted against the Canadian recreational halibut fishery allowance.
